These guidelines state that the top edge height of top rails, or equivalent guardrail system members, must be 42 inches, plus or minus 3 inches, above the working/walking surface. The top edge height can exceed 45 inches, as long as the added height does not create a dangerous situation. Read the entirety of OSHA’s guardrail requirements at the US Department of Labor.
